Hearts of Iron III is more complicated than what I prefer and Hearts of Iron IV is way more complicated to the point of being unplayable. This version hits the right balance (at least for me).

The only issue with this game is that they stopped fixing the bugs and as the games progresses there are errors that creep in which add phantom units until the game stalls.

I still play HOI II because I like the feature of awarding research contracts to historical companies and individuals.
